Research question and decision use
The review asks whether a grant report packet contains every element the award requires before submission. The unit is one report due in the window. The result supports pre-submission review and training, not a judgment about whether the funded program achieved its social goals.
Population and eligibility
Eligible reports have a due date in the window and an award agreement available for review. Record the funder, award period, report type, and submission route. Exclude reports without an agreement, and report how many were excluded for that reason.
Sampling protocol
Review all reports due in a short window when the count is manageable. For a larger population, stratify by funder type, award size, and report complexity, then sample within each stratum. Record any report added because of a known prior finding.
Evidence dictionary
Required elements include narrative, budget to actual, outcome measures, participant counts, attachments, prior approval letters, and authorized signature. For each, record the award requirement, the document present, its version date, and whether narrative figures agree with the finance report.
Classification rubric
Rate each element present, partial, missing, or not applicable. A narrative that mentions an outcome without the required measure is partial. A financial table that does not reconcile to the ledger is a conflict, not a missing item. State the reason for each rating.
Reviewer calibration
Calibrate on one report with a known missing attachment and one with a rounding difference. Reviewers should agree on whether a difference is missing, partial, or a conflict. Preserve the first rating and the final adjudication so drift is visible.
Analysis plan
Report completeness by funder, report type, and preparer group. Show the number of reports with at least one missing element and the distribution of missing elements. List high-risk misses separately because a high overall rate can hide them.
Sensitivity and exception analysis
Recalculate after excluding reports with a funder-approved extension. Compare results when the finance reconciliation is treated as a separate gate. If the ranking of missing elements changes, describe the dependency rather than blaming one team.
Privacy and role boundaries
Grant reports can contain participant and financial details. Review in a restricted folder, share only aggregated findings, and remove personal identifiers from examples. Retain the final submitted packet under the records schedule.
Limitations
A complete packet does not prove that the program met its objectives or that every figure is correct. The review checks document presence and internal agreement, not the quality of the intervention. Late award amendments may not be reflected in the agreement used for the checklist.
Replication package
Keep the award requirement matrix, sampled reports, element ratings, finance reconciliation, and submission receipts. A later reviewer should rebuild the completeness rate from the package without relying on informal notes.
Conclusion
The practical result is a pre-submission checklist tied to the actual award terms, with one owner for the narrative, one for the financial reconcile, and one for the authorized signature. Completeness is a gate before submission, not a cleanup after a funder question.
